Question:

Can you send details on how to use the cages? I have 2013 Toyota RAV 4 the bike is installed but not sure about the cages.

The Anti-Sway cages on the Thule Hitching Post Pro # TH934XTR bike carrier can be seen in the linked photo and in the video at about the 2:40 mark. The anti-sway cages and straps secure the bike frame tube and front wheel to avoid the bikes moving into each other and to keep the front tire from rotating as you drive.
