Im looking for a class IV or V hitch to fit my 2000 Bluebird re bus. I see someone had asked about one for theirs but it was only a class 3 hitch. I want something stronger. Thanks!

We do not offer any custom fit hitches for your 2000 Blue Bird All American but we do have universal-fit frame-mount RV type hitches available that are designed to offer installation flexibility. You can see these on the linked page.
These hitches can fit varying frame widths and they include the Curt item # C13701 you referenced. Note that none of these is rated Class IV or Class V; maximum towing capacity with weight distribution is 6000-lbs trailer weight. This applies to both Curt # C13701 and # C13702. These hitches can be bolted or welded on.
I recommend checking how much frame rail is available to you at the rear of the bus. There is a lot of bus between the rear axle and the rear bumper on the 2000 Bluebird where you would usually want to the receiver tube to be for handy access. You may need to have some custom fabrication done in order to have the hitch receiver tube where you want it.
