my trim cap has a hole 1 13/16 in diameter, will this cap fit? is the 2 3/16 dia given, the outside of the cap OR the hole it fits in?

The trim cap hole you have that is 1-13/16 inches in diameter should work very well with this Trailer Wheel Center Cap Plug # CCP-60C. I pulled a # CCP-60C from our warehouse and measured it and found that it should work perfectly for you as it is right at 1-13/16 inches.
