Question:
I have a 2003 dodge ram 2500. The blue four pin factory trailer brake plug under the dash has no power to operate the aftermarket trailer brake controller I installed. I have checked fuses but not sure what to try next.

You are correct by checking the fuses first. Even if the 2003 Dodge Ram 2500 has a factory towing package with a 7-way that there may be some fuses missing from under the hood. I would double check the owners manual for all of the fuses and relays that power the factory towing package and their locations.
If the appropriate fuses are present and you are not getting power from the vehicle's battery to the port you can bypass the black wire and run your own. Cut the black wire from the wiring adapter part # 3020-P and extend it through the firewall of the vehicle, using part # 10-1-1 to a 30 amp circuit breaker part # PK54530 and then to the positive side of the battery. I have attached a wiring diagram of a brake controller installation. You would be running the black 12v hot lead from the brake controller to the battery pictured in the diagram. I have also attached a video of a brake controller installation on a 2001 Dodge Ram 1500. The video applies to your situation from the 5 minute time stamp on.
