Is this the same base plate number that will work on a 2014 Jeep Grand Cherokee with the diesel engine?

Yes, the Roadmaster Crossbar-Style Base Plate Kit # RM-521440-4 that you referenced will fit the Diesel model of your 2014 Jeep Grand Cherokee as long as it isn't the SRT-8. I verified this with Roadmaster. I have attached an installation video and the complete instructions manual that you can check out as well.
To complete your flat tow setup you will also need a tow bar, safety cables, a lighting solution, and a supplemental braking system. Please just let me know if you need some or all of these parts and I will be happy to make some recommendations.
