When tightening the bolts to secure the high to the frame, how tight do they need be when using a torque wrench?

CURT provides the torque ratings for the bolts for hitch # 13445 in the installation instructions which I have linked for you. When installing the hitch on a 2003 to 2009 Lexus GX 470, make sure to follow the torque specs as indicated in the instructions. Applying too much torque can damage the hitch and vehicle. Too little and the hitch will not be properly secured.
