Location of Frame Mounted Bar to Base on B&W Biker Bar Motorcycle Tie-Down System

Question:
When the bar is locked fully into the clamp, is the bar located directly above the 5/8inch mounting bolts that bolt the clamp to the floor?

The B&W Biker Bar Motorcycle Tie-Down System for Trailers - Harley-Davidson Touring # BWMC2301 does have the frame bar that almost directly sits over the mounting bolt in the floor bracket. As you can see in the video the locking of that bar can be to the front, up, or the back of your bike so that it doesn't interfere with the base.
