First thing you need to flat tow your 2013 Honda CR-V is a base plate kit. Which for that you'd want the Roadmaster EZ4 kit part # RM-521567-4 and you'd be set. Then you'd be able to connect the Roadmaster Sterling Tow bar part # RM-576 that you referenced. This tow bar is very nice. It has non-binding arms which makes it easier to connect/disconnect and comes with safety cables and wiring to attach to the tow vehicle and towed vehicle.
For wiring you'd then want the # RM-154 and you'll have a light kit that doesn't require any taillight housing drilling and splices into the wiring of your vehicle. I attached an install video for this kit on a similar 2014 CR-V as well.
And finally, most states now require supplemental braking in the vehicle being flat towed. The easiest system to set up and use is the Blue Ox Patriot # BLU37TR, that applies the vehicle brakes in proportion to how much the tow vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles.
Most likely you will also need a high low adapter so that the tow bar will be level when you are flat towing. I attached a link to a page that has all of the ones we carry.
