What is Extended and Retracted Height of Ultra Fab Scissor Jack # UF48-979006

Question:
Is the lift height of the jack 24inch inches fully extended? or does it provide 24inch of lift measured from the top of the mounting bracket in its collapsed position?

The overall extended height of the Ultra Fab Scissor Jack # UF48-979006 is 24 inches when fully extended and then when fully collapsed it is 4-3/4 inches.
