Does the 3/16 inch connector fit an inverted flare 3/16inch connector, such as on flexible brake line?

The adapter fitting # T4871700 is a 3/16 inch male inverted flare. The other end is a 1/4 inch and fits onto a 1/4 inch brake line so it can be attached to a 3/16 inch fitting
