The reason that the Kuat NV 2.0 Base 4-Bike Platform Rack part # BA22B-BA02B cannot be used on the back of a trailer is because the manufacturer says not to. The reason they say not to is because of the pivot point this rack has. The amount of movement that a hitch mounted accessory on the back of a trailer is going to be faced with is far more than that of a hitch mounted accessory on the back of a vehicle. The reason for the has to due with the increased distance from the rear axle. This increased distance causes more movement which translates to more stress. The pivot point is going to be a weak spot and will be the first to give with the added stress. Therefore, if the hitch mounted accessory has a pivot point it will not be allowed on the back of a trailer.

If you wanted to use the Kuat NV 2.0 Base 4-Bike Platform Rack while towing your trailer then all you would need to do is place a front mounted trailer hitch on the vehicle. If you can tell me the year, make, and model of your tow vehicle I would be happy to provide options. Otherwise, you would need to use a four bike rack rated for use on a trailer like the Hollywood Racks RV Rider Bike Rack part # HLY64FR. You can also check out the Swagman 4 Bike Carrier RV Mounted Bike Rack part # S80600. It is worth noting that the Swagman bike carrier requires a square bumper on the back of your camper or fifth wheel, while the Hollywood Racks RV Rider is for 2" hitches.
