Most 1/2 ton trucks are rated with a towing capacity that will absolutely allow them to pull another half ton truck.

The Roadmaster Tow Dolly with Electric Brakes - 4,250 lbs # RM-2050-1 you asked from is not rated for all 1/2 ton trucks as they can weigh between 4,000 and 5,000 lbs or more. To determine that weight you will need the curb weight of your truck. For most 1/2 ton trucks you will either need to pull the truck on a trailer, get a larger tow dolly, or flat tow the second truck.
