Question:
What do I need to add a tow package to my 18 highlander

From my research the factory tow package available on the 2018 Toyota Highlander includes a trailer hitch receiver and 4-way trailer connector to power a trailer's lights.
The trailer hitch I recommend is the EcoHitch, part # 306-X7250. I like that the hitch's cross tube is hidden behind the rear bumper and out of site. The only downside to this hitch is that it isn't rated for weight distribution. If you're going to be using a weight distribution system to tow a trailer then I recommend the etrailer.com hitch, part # e98844. The crosstube is visible under the bumper but the hitch has a matte black finish so it's less obvious than the other glossy black hitches.
The 4-way trailer wiring harness I recommend is the Hopkins, part # HM11141845. It, like the other custom harnesses for your Highlander, plugs into a connector in the rear cargo area. You need to remove some paneling to find the connector. You also need to plug in the included converter underneath your dashboard. The Hopkins isn't the least expensive option but it is the most secure when it's installed. The converter box mounts using two screws, one on each side, where one of the other options using only one screw, allowing it to still move around, and the other just uses double sided tape. You don't want the conveter box moving around under your dash so it doesn't come loose.
I've linked install videos of each hitch and the wiring harness for you. To tow a trailer you're also going to need a ball mount. I've linked our selection that fits the 2 inch hitches I recommended. I've also linked an article to help you determine the rise or drop you need based on the height of your trailer.
With the addition of aftermarket parts you should know that it will not increase the towing capacity of your Highlander. It'll always be rated just as it was from the factory. According to the owner's manual your Highlander has maximum capacity of 1,500 pounds if you have the 2.7L engine and 5,000 pounds with the 3.5L.
