Hi Etrailer, I was given a Reese 30031 5th wheel hitch. Is there an under bed rail that this would fit this hitch?

The Reese 30031 will fit industry standard 5th wheel bed rails like the universal fit # RP30035. If you want a custom fit base rail bracket kit so you don't need to drill into the frame of your truck, then for your 2006 Chevy Silverado I recommend the Reese Quick-Install Custom Installation Kit w/ Base Rails for 5th Wheel Trailer Hitches # RP50064-58. This kit has the custom brackets and the industry standard rails you need for your Reese hitch.
If you have a short bed truck, then the slider base # RP30048 you asked this question from is also needed for turning clearance with that hitch.
You may also want to consider the wiring harness # 50-97-410 to allow easy connection access and a clean look. I've attached some videos to further assist.
