Where are you measuring from? The inside of the receiver tube opening on your 2017 Chevrolet Silverado 2500 should be just a hair larger than 2-1/2" if you indeed have the 2-1/2" trailer hitch. I can't really think of any measurement that would be 2-3/4" so I recommend checking again using only the inside portion of the receiver tube.
In most cases when an individual upgrades to a larger receiver tube opening, most of their previous towing accessories they have will not work which is why we have the Curt Hitch Receiver Reducer Sleeve part # C45405 because it will allow you to use all of your 2" trailer hitch accessories with a 2-1/2" receiver tube opening. You will also need a longer hitch pin like the Trailer Hitch Receiver Lock part # e98881.
