When inflated to its maximum psi a 5.70-8 size trailer tire like the Kenda # AM30140 that you are looking at should have an overall diameter of right around 18 inches. I'm not sure how much smaller a diameter you are measuring on your existing tires, but the difference might simply be caused by your tire being a bit under-inflated. Based on the picture you attached it looks like your current tire has a maximum psi of 50. Minor manufacturer variances might also contribute to a slightly different diameter on your tire.
I recommend replacing your tires with tires of the same size, so the mentioned Kenda 5.70-8 # AM30140 is a great option. It features a maximum load of 910 pounds at 75 psi and has a speed rating of 65 mph. I have attached a short video demonstration on this tire and wheel that you can also check out.
