What is meant by that phrase is that the Ultra-Fab Dirt Bike Carrier # UF48-979033 has been tested and approved for up to 500 lbs of weight but you need to check the tongue weight (TW) rating for your motorhome and the trailer hitch that will be holding the motorcycle carrier.
For example, the Curt hitch # C13702 and the version with the 2" drop, part # C13701, are rated for 500 lbs of TW. If your motorhome has a TW rating of 500 lbs then all you need to do is subtract about 50 lbs for the weight of the carrier. This leaves you with 450 lbs. As long as your scooter doesn't weight more than 450 lbs you are good to use this setup.
If is important to check your weight capacities though because these greatly vary depending on the vehicle and the trailer hitch.
