You will probably not need to get new wheels but there are no trailer tires that are 195/70R14; that is a passenger tire size and not something you want to use for your trailer.

Tires that are 195/70R14 measure 24.7" in diameter and have a 7.7" width; the closest trailer tire size to that is ST205/75-14, which have a 26.1" diameter and 8.1" width. So long as your dad's trailer has enough room for the slightly larger tires you can go with this size and not have to get new wheels.

Depending on the capacity your trailer needs - the tires need to have a capacity that is equal to or greater than your trailer's GVWR - I recommend checking out the Kenda # AM10234, which is a load range C tire with a 1,925 lb capacity at 60 psi, or the Kenda # AM10235, which is a load range D tire with a 2,200 lb capacity at 75 psi.
