When towing a vehicle on a tow dolly you have to lock the steering wheel so that around corners the dolly doesn't contact the vehicle body. What works for a lot of people is to route the seat belt around the steering wheel a couple times then buckle it. From there you would pull the seat belt all the way out so that it starts ratcheting and is locked. This will lock the strap to the wheel and will prevent it from moving.
The Roadmaster tow dolly part # RM-2050-1 that you referenced would then work really well.
