Have a HBA-16 1600 PSI BRAKE ACTUATOR that isnt working is there a chance that gmc stock controllers fried it

No, there isn't really a chance that the stock GM brake controller fried the HydraStar Electric Over Hydraulic Actuator part # HBA16 as it could not provide nearly enough voltage to do so. If you have checked the wiring then the issue is most likely inside the actuator. There has been problems in the past with the actuator getting too hot and frying the circuit board which is why they developed the vented model. The HydraStar Vented Marine Electric Over Hydraulic Actuator for Disc Brakes part # HS381-8067 was designed to release pressure, moisture, and heat in order to protect the internal components better.
You may be able to send your HydraStar Electric Over Hydraulic Actuator part # HBA16 off to HydraStar to have it inspected but if it is past the two year warranty than the cost and time to do so would be better spent on the new vented model. There is also a possibility that the old unit cannot be repaired.
