On the Hopkins Trailer Breakaway Kit, part # 20099, when you push the test button the green LED will light if the battery is over 12 volts. If the battery is less than 12 volts the red LED will light illuminate.
I would also recommend to check the wiring of your breakaway kit. I am including a link to a video of the breakaway kit being installed.
1 - Connect one black wire from the breakaway switch to the blue electric brake wire coming from the trailer side connector.
2 - Connect other black wire from the breakaway switch to the positive battery terminal in breakaway box.
3 - Connect yellow wire on breakaway box to trailer 12 volt auxiliary lead.
4 - Connect white wire of the breakaway switch to the white ground wire coming from the trailer side connector.
Also, check to make sure the 12 volt auxiliary power wire and the electric brake controller wire on your 7-Way tow vehicle connector are connected and working. I am including a link to a FAQ page on trailer wiring that will show you which wires to check on your 7-Way.
