Question:
Would this product be strong enough for a small horse trailer? I currently have a Hawk 2 horse trailer and while I have vehicles that Im able to tow with, none of them are set of for electric brakes. My trailer empty is about 1300lbs and gross two horses is about 3500-4000lbs. Im considering this as an alternative until I can buy a truck. Thank you.

The Redarc Tow-Pro Elite Trailer Brake Controller # RED44FR does not have a weight capacity; it will absolutely work for the weights you mentioned; however, this will require your tow vehicles to be set up to tow with an electric brake controller.
If your tow vehicle does not have a factory tow package they will need a 4-flat (which is vehicle-specific) and Universal Installation Kit for Trailer Brake Controller # ETBC7, which will give you a 7- and 4-way trailer connector, circuit breakers and the rest of the hardware needed to install a brake controller.
I've added some help articles on brake controllers for you to check out and if you let me know what tow vehicles you have I'd be happy to recommend the wiring you'll need.
