I have a 2010 Tacoma has bed liner with racks to haul a canoe not easily removed. The bottom part of horizontal rail is 42inch over the bed. Im guessing this will interfere with the handlebars. Is it possible to mount this lower in the bed so the handle bars no longer interfere with the horizontal part of the canoe rack?

Truck bed bike racks such as # S64702 will need to rest on top of the bed sides. Otherwise they will not stay in place as you drive. What I recommend is the Softride Shuttle Pad # SR26461. These tailgate pads actually work quite well and you would not have to worry about the handlebars on the bikes interfering with the ladder rack.
Another option, if your truck has the factory cargo management rails in the bed, is the Velo Gripper # INRT202. This is for one bike and it mounts to the cargo management rails so you can slide it into place so the bike will not interfere with the ladder rack.
