Using Factory or Supplied Hardware to Install a Trailer Hitch on a 2014 Volvo XC70

Question:
Im a little confused with step 5 of the enclosed instruction. It references having a raised end panel and using all of the enclosed hardware, but not if the end panel is flat. Does this mean I should mount the hitch with the original hardware from the vehicle of the panel is flat?

Yes, I read it the same way you do. If the end panel on your 2014 Volvo XC70 is flat then you will not use the washers, blocks, or hex bolts for installation. You will use the factory hardware.
