Question:
I believe I have set the power level correctly. What number should I see on the controller while driving? It seems to change as I am moving.

If you have a proportional brake controller like the Primus IQ part # TK90160 installed and you are seeing numbers change randomly as you are driving that indicates that you have a short between the red wire of the controller and a 12 volt power source that's basically tricking the controller into thinking you have the brakes on and to look for deceleration.
Go over the connections of the red and black wires making sure that the red wire is only connected to a circuit that sees power when the brakes are applied.
