With the Air lift air bag kits like the part # AL57215 which is a fit for your 1999 Ford F-250 the recommended minimum air pressure is going to be 5 psi.
When not towing you'd want to keep the minimum pressure in the bags so that your ride quality isn't harsh. The reason there is a minimum air pressure is to ensure the bag holds it's shape which prevents damage.
