The only difference between the pair of Phoenix Faucets 4" Dual Handle RV Shower Valves you mentioned is the type of attachment that allows you to use a hand held shower.
Faucet # PF213321 has a D-spud outlet to attach a hand held shower while faucet # PF213324 has a vacuum breaker outlet which lets you attach a hand held shower; I have added photos of both which points out the difference.
