Question:

I have a Curt class 1, 1 1/4” hitch on my Kia Soul. Will this bike rack fit? I understand that I can’t carry 4 bikes, but can I use it to carry 2 bikes?

There is a bike rack that will work for you, though as you noted, the Curt # C11110 hitch that fits your 2013 Kia Soul is a Class I rack so the Yakima RidgeBack 4 # Y02458 will not work, even with just two bikes on it because it is rated for Class II hitches and up.

Instead, I recommend checking out the Kuat Beta # B202-114. This rack is extremely convenient to handle, weighing just 12.6 lbs and comes with a hand knob that you only need to twist to get the anti-rattle feature. The Beta is a folding rack that has a capacity of 80 lbs per bike, and please note that when using a hanging rack like this one you'll need bike frame adapter bar # 64005 if your bike is dual-suspension, has a step-through frame or you want to carry a small children's bike. The bar will give those bikes a horizontal mounting point so they can be carried by the rack.

Additionally, I do need to mention that your Curt hitch is going to require the use of stabilizing straps # 18050 with all non-trailer accessories such as bike racks and cargo carriers in order to maintain the warranty.
