Does Ratchet Arm Assembly for Thule T2 Classic Platform Bike Racks Have Bushing?

Hi- does this come with the plastic bushing where it mounts to the metal frame of the hitch rack? If not, can that be ordered separately? Thank you-

The Replacement Non-Locking Ratchet Arm Assembly for Thule T2 Classic Platform Bike Racks # 753357902 does not come with a plastic bushing. I went through our available Thule replacement hardware and there was no bushing available for the T2 Classic # TH9044-TH9046.
