Can you tell me what the correct tap size would be to clear the threads on my 2015 Odyssey?

The bolts that come with the Draw Tite hitch part # 36417 are size M12 X 1.25 X 35mm CL8.8 Bolt. The size thread tap you'd need is M12x1.25mm.

I am trying to install a hitch on my 2013 odyssey. The threads seem rusted and I can not start the bolt into the welded nut. Any suggestions?
