Expert Reply:
We do have some jacks that will fit the measurements you gave. For instance, we have the Round Swivel Marine Jack w/ Wheel # MJ-1206B which is rated for 1,000 lbs and will retract from 13-1/2 inches and extend to 23-1/2 inches at it max height.
If you have preferences as to weight capacity/size/style let me know.
