Which of your two 1.25 hitches would you recommend for a Saris Thelma 2 bike rack on a 2018 Honda CRV Touring? Can it be used with a 2 inch hitch with an adapter. If so, which hitch would you recommend?

For carrying a bike rack the 1-1/4 inch hitch you'll want is the Draw Tite part # 36597 for your 2018 Honda CR-V. Reason being that unlike the Curt hitch Draw Tite does not require the use of a stabilizer strap when carrying a non-supported load like a bike rack.
If you need a 2 inch hitch adapter instead you'd be better of using a 2 inch hitch like the # 76128 since using an adapter like that cuts the capacity of the hitch by 50 percent.
The Saris Thelma (no longer available) part # SA4229B can fit either hitch size.
