Connection Shortage On Brake Controller Wiring

Question:
I have a tandem axle dually trailer the brakes have very little drag on them when brakes are applied . Brakes have been adjusted up brake controler is on 10 . Wiring harness has no bad spots in it all connections appear to be fine. Is it possible the wire running inside the axle has rubbed causing it to short out. I hook up to other trailers and brakes work fine .

The issue is most likely on the trailer instead of a brake controller like # C24VV for example. I know you said you adjusted the brakes but I recommend adjusting the brakes more. Take a look at our video on how we adjust trailer brake assemblies, fast-forward to the 4:35 mark of the video.
Have you tested the brake magnets already? I have an article attached that goes into detail on how to test the brake magnets if you have not done so already.
The wire running inside the axle is the power wire to activate the brakes from the brake controller. When there is usually a problem with this wire it would cause a problem with one brake not all brakes. There could be a problem with the wire that runs inside the axle tube, but if that is the braking issue, likely it would be on only one side of the trailer. The brakes that receive power before the jumper wire wouldn't be affected by the issue. If the problem is wiring, it's likely before the first brake or with the connector or ground.
