will this unit run forever or does it shut off at 1600 psi ?

The HydraStar Electric Over Hydraulic Actuator # HBA16 referenced in your question is designed for hydraulic disc brakes and it has a maximum output pressure of 1,600 psi. This is the maximum output it will send when applying the brakes in your tow vehicle. It will not shut off, as it simply will not exceed this maximum.
An electric-over hydraulic actuator like this one will trigger the trailer brakes when you apply the brakes in your vehicle, as opposed to when a trailer pushes against the hitch ball.
