The part # 8820048 is a replacement body for a Yakima HitchLock. The lock core and keys are intentionally not included as odd as that sounds. This would be for someone who has a good lock core and key and just needed to replace the body.
If you a lock core you'd want the part # Y8771-A135. Then for the correct key for this you'd want the part # Y8772-A135. You'll also need a change ket too, part # Y8007835.
