Sounds like you are looking for the tube pad part # 853-5540 which is the lower vinyl covered pad for the Thule Hull a Port Pro TH848 that you referenced.

Sorry about the confusion! What you'd need instead is the part # 8537418 which is the replacement upper pad and cover. We don't offer just the cover without the pad though.
