The online owner's manual for your 2016 Toyota Corolla indicates on pages 162-163 that the version with manual transmission CAN be flat towed behind another vehicle but that the automatic transmission version CANNOT be towed 4-wheels-down.

For the towable manual model the procedure to prepare the car for this process is noted on page 163. I suggest checking your own printed manual just in case it offers different and/or additional information. There are a few components needed to safely flat tow a vehicle behind another vehicle. The linked article details each of these items, which include a tow bar, safety cables, a wiring/lighting kit, a high-low hitch adapter, and base plates and a braking system on the towed car.
