Is a tool made for removing axle dust caps?

We do offer grease cap installation tools, three of which are shown on the linked page, such as # 290-992.
The primary use of these is allowing you to install a grease cap with even pressure all around, without deforming it. Although not intended as a "removal tool" these can still help you loosen a grease cap since they fit over the entire cap and allow you to wobble it slightly to break it free from the hub bore.
You can also use gentle application of a rubber mallet to help coax a grease cap out of the hub bore. Since the caps can become deformed from this pressure I suggest having new ones on hand just in case you damage one while removing it.
