in the Brophy D-Ring Tie Down Anchor w Backing Plate video at 5 seconds in, what is what looks like hatch cut ou in the floor of the enclose trailer.

It's exactly what you said, a hatch in the floor for some extra storage. Probably for ratchet straps to secure cargo in the trailer.
If you wanted to build your own (provided you have enough ground clearance to safely do so) you can use the Paneloc Butt Hinge # H418-204U and then the Trailer Rope Ring # RR02 for a handle.
Hardware and trim would need to be acquired at your local hardware store though.
