I need a hitch rack for electric bike with 2 inch ball draw bar for simultaneous towing. One that will allow me to tow my boat trailer while I am carrying my bikes on the hitch rack.

Based on your information, I recommend the Gen-Y 2 Inch Adjustable Receiver For 2 Inch Hitches, Item # 325-GH-404. This heavy duty adjustable receiver hitch has a 10,000-lbs total weight capacity and a total tongue weight capacity of 1,500-lbs. It can be used in a 5 inch rise or drop position depending on your needs. You can use one of the top positions for a bike rack and one of the lower positions to tow your boat trailer.
If you need a bike rack, I recommend the Thule EasyFold XT Bike Platform Rack, Item # TH903202. This platform rack can carry 2 e-bikes or other heavy bikes. It has padded clamps and adjustable arms to hold the bikes on the rack. It has a weight capacity of 65-lbs per bike, works with maximum tire width of 3 inches, and bikes with maximum wheelbase of 48 inches. It also has a tilting option and folds up for compact storage and locks are included.
