Put foot on brakes. Lights are on. Unit is making a clicking sound

What brake controller are you using with the HydraStar actuator part # HBA16? Is it compatible with electric over hydraulic brakes like the P3 part # 90195? If it is are you sure it is in hydraulic mode?
Most similar issues to what you described with the HydraStar are related to the brake controller. If all of what I mentioned checks out let me know and I'll see what else we can figure out.
