Hi, Can I use the same wheels when switching from bias tires to radials on a small boat trailer?Thank you.

Yes, as long as the size of the wheels is compatible with the specific tire size you want to use there is no issue at all moving from bias ply tires to radial tires on your boat trailer. You just never want to mix tire types or sizes; all, including the spare, should be of the same construction and size.
The Kenda 4.80-12 tire and wheel you referenced, part # AM30620, is a bias ply type tire but we do have this tire size available in radial construction too. The linked page displays all radial tires and tire/wheel combinations in the 4.80-12 size. All are Load Range C rated, meaning a 990-lb maximum weight load at their rated 90-psi pressure. All are rated for 65-mph. All have a 5-on-4-1/2 bolt pattern. If you need a 4-on-4 bolt pattern like on part # AM30620 then order just the tires and have them mounted locally.
There are a few important things to keep in mind to help ensure safe operation and the longest possible lifespan for your trailer tires:
-always inflate tires to the maximum COLD psi pressure shown on their sidewalls; it is never appropriate to under- or over-inflate a trailer tire for any reason.
-observe the tire's weight and speed ratings.
-protect tires in the off-season with covers like # 052963762204 or # CA80098 that will prevent damage from UV radiation.
