It says 4 feet long, but what are the other dimensions? Also, the description says that height is adjustable with swivel brackets. What number would those be?

The CE Smith Carpeted Bunk Boards # CE27810 that you referenced do measure 48" long x 1-3/4" wide x 3-3/4" tall.
There are swivel brackets available for adjustable height. For an overall height of 9" you will want part # CE10000G-4, for an overall height of 11" part # CE10001G-4, and for 13" part # CE10002G-4.
