can this be plugged into 50 amp on both ends but only use 30 amps?

The male end of the Power Grip, part # CAM55422, plugs into a 30 amp receptable. So it can't plug into a 50 amp on that end.
Instead use the Mighty Cord, part # A10-5050D90VP, that does connet 50 amp to 50 amp. You also won't be limiting yourself to 30 amps.
