Does this fit over my regular trailer roof vent or is it a whole vent unit itself?

The Camco RV and Enclosed Trailer Roof Vent Cover # CAM40453 is a cover only, and it is designed and sized to work with standard 14 x 14 trailer and RV roof vents. This cover allows you to keep the vent open at all times, even when traveling down the road and when it is raining.
The smoke-color vent cover measures 18-1/2 long x 18 wide x 8-1/2 high and it includes both a removable screen and mounting hardware.
