If you currently have 8" wheels and want to eventually to upgrade to 12" wheels, I recommend CE Smith Trailer Fenders # CE17701G. I recommended these fenders because these can either be bolted-on or welded-on to make for a simpler install. These fenders are 23-1/2" Long x 7" wide x 6-1/2" tall. Made of 16-gauge steel, this round, pre-galvanized fender can be painted to match your trailer. You get both a stylish look and years of use. It bolts to your trailer and fits 12" wheels. If you wish to bolt the fenders on you will need Mounting Brackets for Trailer Fender # CE26061G-2.
To install these fenders, you will want to have 3 inches (clearance) from the top of your tire to the underside of the fender of your trailer. Having a little more wouldn't hurt, but I wouldn't recommend any less than 3 inches.
