Can this be used on a portable sink?

It's hard to say for sure but it probably will. The Camco Garden Hose Connector, part # CAM22484, fits on to any standard sized faucet and then a standard garden hose.
It also depends how much water pressure is coming from the sink because this part is not designed to be used under extreme water pressure or for long periods of time.
