The Curt Cargo Bag # C18210 referenced in your question will not have a rigid frame when it is completely empty. This cargo bag features heavy-duty vinyl fabric that is flexible so it will collapse a bit when empty.
It has a storage capacity of 12.25 cubic feet and has overall dimensions of 56 inches long, 18 inches wide, and 21 inches tall. I have attached a short video demonstration on this product that you can also take a look at.
