The Blaylock EZ Lock Trailer Coupler Lock for 1-7/8", 2", and 2-5/16" Couplers - Aluminum # BLTL-33 isn't necessarily designed for a tight fit. It is designed to give you a couple different pin location options but the latch is really all that keeps it in place tightly as the pin just prevents removal.
If you want a tighter lock, I recommend the Fastway Universal Trailer Coupler Lock for 1-7/8", 2" and 2-5/16" Couplers # FA86-0015-318 which allows for many adjustment points for a precise fit. I've attached a video to assist.
