I do have a trailer hitch receiver option for your 1970 Chevrolet C10 Pickup but none of our customer fit trailer hitch receivers we have for you will exit out of the rear licence plate area on your truck with a roll pan attached. I am also not aware of a customer fit option with the above criteria that is made for your truck.
The only way to have the receiver tube opening stick out the rear license plate area through the roll pan on your truck would be to cut/weld the Curt Class V Universal Weld-on Receiver Hitch part # 15902 to suite your needs. This hitch has a class V rating with a 2" receiver tube opening which is capable of pulling trailers with a GTW up to 15,000 lbs.
